Do I Need a Permit for a Dumpster?

Only if it sits on public ground. A MAC Dumpsters roll-off on a public street, alley or sidewalk needs a right-of-way permit from the government that controls that road, and getting it is your responsibility. On private property in unincorporated Harford County, Anne Arundel County and Annapolis, no permit is needed.

Which rules apply depends on jurisdiction, not ZIP code or mailing address. Our service area spans eight: Baltimore City, Baltimore County, unincorporated Harford County, the towns of Bel Air, Aberdeen and Havre de Grace, Anne Arundel County and the City of Annapolis. Find yours below, then call us if you're unsure.

Who wrote this permit guide?

MAC Dumpsters, an owner-operated roll-off company with a yard at 1112 Middle River Rd. Adam and Tara Graf have run it since 2023, placing 10, 15 and 20 yard containers across Baltimore City and Baltimore, Harford and Anne Arundel counties with our own truck and driver. We don't pull permits. This guide shows you which office does.

What this dumpster permit guide covers

This hub sorts every address in our service area by the jurisdiction that sets its dumpster rules. For each one, you'll see who controls the roads and where the street permit comes from. Below, you'll also find the boundary traps where a mailing address points you to the wrong set of rules.

Which jurisdiction is my address in?

Start with the county, then check whether you're inside a town's limits.

County rules

Baltimore County

Baltimore County has no incorporated towns, so every county address, from Middle River and Dundalk to Towson, Pikesville and Parkton, follows county rules, and Baltimore County DPW handles its roads.

City rules

Baltimore City

The city runs its own permits through the Baltimore City Department of Transportation, and in rowhome blocks the street is often the only spot for a container.

County rules

Harford County outside the towns

Joppa, Abingdon, Edgewood, Fallston and Forest Hill are unincorporated, so Harford County rules apply and county DPW handles county roads.

Town rules

Bel Air, Aberdeen and Havre de Grace

These three are incorporated towns, and each sets its own rules inside its limits. Bel Air's are the most detailed.

County rules

Anne Arundel County

Glen Burnie, Arnold and the rest of the county outside Annapolis follow Anne Arundel County rules, with the county's Bureau of Highways handling county roads.

City rules

Annapolis

The City of Annapolis manages its own right-of-way, so an address inside city limits follows city rules rather than the county's.

Addresses that fall under different rules than you'd expect

A mailing address names a post office, not a government. These four trip people up most.

Bel Air North and Bel Air South

Both sit outside Bel Air town limits, even with a Bel Air mailing address. They follow Harford County rules, not the town's.

An Aberdeen mailing address

An Aberdeen mailing address doesn't mean the property is inside Aberdeen city limits. Outside them, Harford County rules apply.

St. Helena

St. Helena belongs to the Dundalk area, but part of the neighborhood lies inside Baltimore City. Check which side of the city line your block is on before you apply. More on the area is on our Dundalk page.

Brooklyn and Brooklyn Park

Brooklyn is a Baltimore City neighborhood. Brooklyn Park, next to it, is in Anne Arundel County. Same name, different permit office.

How do I know if I'm inside town limits?

Check your property tax bill. Properties inside Bel Air, Aberdeen, Havre de Grace or Annapolis pay town or city property tax on top of county tax, so a town line on the bill means town rules apply to your MAC Dumpsters rental. No town line means county rules.

Can you put a dumpster on the street?

Yes, once you have the permit. MAC Dumpsters places containers on public streets across its service area after the customer secures the right-of-way permit that jurisdiction requires. Call us with your address and we'll point you to the right office. Our placement and clearance guide covers the room our truck needs.

What is a dumpster right-of-way permit?

It's permission to use public ground, such as a street, alley or sidewalk, for something that isn't normally there. For a MAC Dumpsters rental, it covers the spot where the container sits during the rental. The government that controls the road issues it. Private driveways and yards aren't right-of-way.

Who is responsible for the dumpster permit?

You are. MAC Dumpsters delivers and picks up the container, but any permit needed for a street or right-of-way spot is the customer's responsibility. Apply before you set the delivery date, and tell us the exact spot the permit covers so our driver sets the container there.

What to have ready before you apply

Permit offices ask for the same basics. Having them on hand saves a second call.

  • The street address and the exact spot, like "curb lane in front of the house"
  • The container size you're booking, with its length and width from the size guide
  • Your delivery date and planned pickup date. Our rental runs 14 days from delivery, with $25 per day after that, so ask for dates that cover the whole rental
  • Your name and phone number as the applicant, since the permit is yours

Dumpster permit questions

Do you need a dumpster permit in Maryland?

It depends on the county or city, not a single Maryland rule. The MAC Dumpsters service area covers eight jurisdictions, from Baltimore City to Annapolis, and each sets its own rules for a dumpster on the street. Find your address on this page to see which one applies to you.

Is Towson in Baltimore City or Baltimore County?

Baltimore County. Towson is the county seat, and like every community in Baltimore County, it has no town government of its own. A MAC Dumpsters rental in Towson follows Baltimore County rules, including a Baltimore County DPW permit for any container placed on a county street.

How long does it take to get a dumpster permit?

It varies by office. Baltimore City's standard processing time is 15 days. For the other jurisdictions in the MAC Dumpsters service area, ask the permit office when you apply. Either way, apply before you pick a delivery date, not after.

Can MAC Dumpsters tell me which permit office covers my address?

Yes. Call MAC Dumpsters at (410) 205-5330 with the address and we'll tell you which jurisdiction it falls in and point you to that office. The permit itself is still yours to apply for, and the jurisdiction list on this page shows who controls your roads.

Not sure which jurisdiction you're in?

Call (410) 205-5330 with your address and we'll point you to the right office. When your spot is sorted, book online.
